In recent months, the Department of Housing and Urban Development has been requiring HUD property owners to have a Risk Assessment to search for the presence of lead-based paint (LBP). Traditionally used to make paint more durable, the additive was banned in U.S. in the late ‘70s, however, paint containing lead can still be found in homes today.

 

Lead-based paint remains one of the leading causes of lead poisoning. HUD’s most recent survey of housing conditions estimated that roughly 35% of U.S. homes (that’s about 37 million!) still contain lead-based paint. To be considered HUD-compliant, this Risk Assessment should be performed by a licensed assessor, and specifically, one who is certified in finding and eradicating lead-based paint. If a risk assessment is not performed along with a paint inspection, a full determination of the whereabouts and severity of the LBP hazards (including dust and soil hazards) cannot be made.

Their investigation is fast and non-invasive and begins with a thorough visual inspection of the property. Next, an X-ray Fluorescence (XRF) gun will be used to test all of the home’s permanent painted services, including the walls, baseboards, moldings, window sills, doors, and handrails.  Even the faintest amount of LPB can be found hidden beneath layers of paint in just seconds.  If no lead is detected, the home will be certified “Lead-Free.” If lead is found, the Risk Assessor will determine the amount present and offer the best solution possible for its removal.
